Level system and the !news things

just wondering at what levels you could do the !news commands and other stuff that isnt in the levelsystem file such as !fireballs e.t.c

if somebody could reply to this thanks loads

Only High Admins are able to use the !news command.
Only the server owners can enable the different insanity modes in NQ

That isnt quite correct warrynab... everyone with rcon can change to insanitymod (me and szer fe), not just the serverowners .

and lvl 18 is the lvl from which you can do !news that isnt highadmin.
