Final statement for the rulebreakers from the 20/02/08

After a long discussion on Admin Forum about the rulebreaking situation described in this topic and reported on forums by Nooth (thanks again to him), we finally got a decision.

- Parker and P!S! loose their candidate status and are both demoted to level 6

- THC Cannabis is demoted from level 6 to level 5
