timenudge was originally developed for the testers, so they could give the bots "fake" pings. the values range from -50 to +20.
it doesn't actually change your ping, it just changes the number of your ping. some argue that the impact on the hitboxes/model is insignificant, while others say that it causes some slight warping and those "shots around the corner" you get sometimes. i personally agree with that.
in ET (not NQ) it's generally considered bad manners to use it and etpro competition configs force it to 0, ie. you'll get a 2 minute pb kick on most etpro servers if it isn't 0. in clanbase and other leagues it's forbidden to use it.
what is more worrying than timenudge though are the sky-rocket rates (like 40000 etc.) or the default low rates (like 5000). also, if everyone would maxpackets at 100 then the game quality would be better for everyone. since ET introduced antilag and nobody really uses isdn anymore there is no excuse for lame net settings imo. and again, most etpro server configs force these net settings and you get pb kicks if you're out of range.
in funmod servers these cvars are usually not forced, simply because most people who play on them are newbish so they have default settings and would get kicks without knowing why. that is why people have such ridiculous net settings in NQ. if everyone would have timenudge 0, maxpacket 100 and rate 25000, then indeed, the game on our servers would be far less warpy.
in other words, if you want clean net settings: go play etpro.

dunno why, but we began to force the timenudge by pb and made it valid "rule" on all servers..
and icy already asked for fix faq in 2008 here (AF access only) ---- when disussing about consequences..
