You have said this now several times, and you present it almost as a fact. How can you underline this? How do you know it is as you say?
Don't want to offend you, just curious.
Simple:
1. Asking Master server for ET servers
2. Getting game status of each servers that were returned from Master server
3. Save all data into database
4. Generating report

I get the way you collect your data, but my question was actually pointing to your conclusion people do connect because of the amount of players instead of the mod. I don't think it is one sided, but that it is a little bit of both.

Excuse me for contributing my 5 cents into the quarrel, but I believe you are in error here. Saying that people connects due to amount of players demand seem to be said at least wrong, you can't accumulate everybody into one pack.
The main reason I play on PS#1 is the mod itself, since I dislike 1.2.9 too much.
Since PS Servers are multipurpose, I'd let the choice for regulars where to join (well, in this scenario mod has been chosen by regulars, so let it as it is).

We need new players that is a fact! Sometimes when I connect to the server I can see only few players in normal hours thats really sad. Unfortunately, our beloved game is dying slowly since 2008. Something has to be done. The question is does upgrading server mod will attract new players? I havent played on the latest nq version for a long time, all I can remember it was weird for me (gameplay). Could someone post or share link what exactly is new/different between 1.2.3. and 1.2.9. ? I have mixed feelings; however, I think we may get used to it any time.
Main differences that I experienced were the hitboxes and ofc there's many bug fixes too.
