Unable to enter server - Download File permission problem

Hello admins,

A new sound file has been added to download, however, it is forbidden when trying to download it. So when trying to enter PS1, you will get thrown off and redirected to final/, however if you try to manually download the needed file here:
final/nq/z_ps1_msounds_v2.pk3
It says "Forbidden".
