There's your problem. If you Google that IP you'll find a lot of topics similar to this one. That hub seems to be overloaded, causing high pings for a lot of users.

You could compare it to a highway connecting your home to our servers. In this case there seems to be a traffic jam around Frankfurt, 2 lanes closed 1 lane open, so you won't be home for dinner ;)
