Hello,
Ive been on a few servers, and sometimes i see people with custom quick chats, eg: colored and new text.
without: oops
with: Boobs :O <-- sorry for this
where do i get these?

/Bind H vsay oops ^qOops :O
(For '^q', press shift + that button next to enter.)

As Spycow already said, it are binds connected with an in-game voice-command.
For making a bind, typ into your console this, for instance.
/bind = the command for binding
0 = the key you want to adjust your bind to. Can be every key you don't use whilst playing.
Oops = Voicechat command for the sound 'Oops'. (Almost) every voice-command has it's own code (for example: Cheer, Yes, No etc.)
^6b^100^6bs = The text message adjusted with colors. There are many more colors you can use. To check these and also find out the way they can be implemented I would refer you to our FAQ under the topic 'How to add Colors to my Nickname'
In ET it will look like this:
[et_code]/bind 0 vsay Oops ^6b^100^6bs[/et_code]
Press Enter. If it's fine everytime you press 0 it will say in textchat 'b00bs' together with the sound of 'Oops'.
