Server is emty and will stay or die if so.
But lets try:
1. remove voting system(some server vets play vote and play same maps again and again(sic!!)) so any person who have been around et years avoid this feels damn boring rota. So remove it. Please.. ok? Btw I cant understand how some never get bored???? Strange.. If you check serverlist and see ... PS guys play again Goldrush 30th time during the day then you for sure choose another server. I can take poison on it!
2. At least 20 new maps(that havent been long time in) + 10 completely new maps(new for most) + 10 old classics.
3. Some sounds skins stuff for freshing the picture.
3. Follow steps 1, 2 and 3.
If it wont work, nothing will.

Every time when server is going less good, people directly wanna change things. I think changing votingsystem would not bring any more people. On the contrary: people who liked the votingsystem would stay away from server.

WRONG. Changes are hardly needed. If something not working, its time for change. One biggest problem is in maps rota thats for sure(am not gonn talk about player amount in et at all). And .. spam chaos?? Lol you kidding me right? Time has moved on Pompi, its not 2007 anymore where there was 30-40 players per server. Whos gonna spam? Bots? ...

Voting system: If I had to choose a server where to play, I'd probably think it would be pretty neat, although I forget to use it most of the time. Sure, this leads me playing a pretty awful map every now and then, but so would a set playlist of maps. I don't think the voting system is the problem here at all.
More maps: We already have 25 maps in rotation at best. I'd understand increasing the map pool if we had only like 6 maps, but 25 to 40 is not noticeable anymore if you ask me.
Custom skins/sounds: I'm a little torn about this. Sure, if I was the 14-year-old me I'd love some cool custom sounds, but now I'd almost surely leave a server with some obnoxious voicechat readily available for everyone. !psnews already treads this line in my book. I'm fine with skins so long they keep allies/axis visibly distinguishable from each other and not overtly vibrant/crazy.
But let's face it, the server won't fill up unless there are already people playing on it, no matter what changes you do in the config or otherwise.
(Also, Hardly = barely, not at all.)

Honestly, the server has more life to it now than a few months ago (with the voting system in place), however it varies immensely.
Few months before a few months ago, there were plenty too. You cannot pinpoint where it goes wrong anymore, if I may share my humble opinion.
From what I've learned through observation and whatnot, it seems quite random, as to when the server is filled or not.
Sometimes people come back during the holidays, sometimes they don't.
Sometimes people come back due to less than appreciative weather, sometimes they don't.
Sometimes they just decide they want to play.
Change is never completely bad or good, but it is not called for every time the "PS population" takes a dive. Change brings about short-lived interest and exploration, but when that momentary interest fades, things go back to "normal". I.e, we have repeatedly changed to a map rotation, but we have ALWAYS returned to a voting system.
To the suggestions:
As stated above, I am quite confident that it would cause unnecessary and unwanted spam and chaos implementing sounds.
Even our !news gets spammed every now and again. I'd say it is quite enough.
Also, like Bullet said, the maps/map system is not the problem. The people who play on our server now, are people who have done so before/for a long time. Implementing all those changes would not change that.
I believe we should keep things working and appealing for our current player base.

No idea what the name of this one is, but you have the subway with 4 different stops and allied team spawns in the subway station.

While doing some map research for the easter event, I came across a good old map I used to play many years ago on a different server: Fata Morgana. Like Baserace, both teams are attacking/defending at the same time. If we havnt replaced baserace yet, this might be a good choice.
