harsh toi say but..
most of them reilly sucks.
campaign creator?
creates 3 to 5 files.
i only need to create 2 files a cfg and a pk3
quicker done then that campaigntool

:P

but at least I can recommend "rconIT"!

good tool for quicker administrator commands. unless you have a second monitor.

the best program to use rcon is "RconUnlimited"

What I use:

Any Linux Distribution with following standard-programms:

ssh
scp
wget
vi (for text modifications via ssh)
emacs (for text modifications on my pc)

For Rcon-Stuff under Linux:

xqf

Putty is the one i use when on windows get a nice shell else ssh.

Any linux distro(preffered fedora).
To text edit files, upload/download files with ftp, move folders dirs, change permissions i use mc (midnight commander, and embedded mcedit).
I even opens compressed files without extracting them, browse them like regular folders.
