No nothing is certain, the game isnt even released yet so its too soon to tell.
There also won't be any sudden changes, like closing down a server all of a sudden.

However, both Landser & Stormcrow have shown interest in starting up a ET: QW server, so yes PS will defenitaly get at least 1 ET: QW server but as said earlier its really too soon to tell, it are just ideas and thoughts nothing is certain or decided yet.

You mean in the Beta? Well you are free to promote Prime Squadron

Unfortunately the clan 'registration' part is still a bit vague, its not quite clear how it works.
