depends on your router
Just login into your router config, usally 10.0.0.2 or something.
In the settings u must search for someting like port forwarding or virtual server.
Enter that categorie and enter that port 27960 UDP
then click add or something, save your router/modem settings and you are done
press START BUTTON after that u have to search in this menue for something calles "exec" (in german: ausführen) enter there "cmd" or "cmds" or "command" or "commandos" (until a black box appears)
enter in this black box something like "ipconfig" or "configip" after that u should get a list of ips ...
take the ip adress which appears by line "ip address" enter this ip address in your browser and than u should have to log in (if u dont get a password request => try the other ips ...)
enter in the log in box: username: admin or administrator and the password is 1234
there u got a webinterface where u can set some ports free (no idea how your webinterface is builded :S) and set the ports also in windows firewall ...
linux much easier at these things than windows
