You can't install new what?

For patch: Extract the zip-file somewhere on your hard drive and copy ET.exe & ETDED.exe from that folder to the folder where you installed ET (probably "c:/Program Files/Wolfenstein - Enemy Territory").
For 7-zip: Double click on the file you downloaded at 7-zip.org and press Install.

You can't or don't know how?

If you don't know how:
1. Download for instance 7-zip at: http://surfnet.dl.sourceforge.net/sourc ... /7z457.exe
2. Double click on the file you downloaded (7z457.exe)
3. Click on "Install"

And you're already done.
