2 possibilities:

first:

maybe u are muted / automuted and u disconnect in the mute time. then when u connect again, u are still muted.

what to do?

next time don't disconnect when u are muted

open console and write /m ps please unmute me, my fault i'm muted.

then we will help u.

second:

u have change ur settings / controls.

what to do?

press ESC (in game) and go to Options -> Controls

check the keys, maybe u have change or bind a important chat-key.

here the standart keys for Chat:

Chat: T

Team Chat: Y (Germany: Z)

Fire-Team Chat: U

Quick Chat: V

Fire-Team Quick Chat: Z (Germany: Y)

now u know what u have to do.
