Mmh, just one picture?
Was he shooting inside the spawn or only there where is taken the picture.
But this one in picture is not spawnkilling, it's spawncamping if the other way of spawn is blocked too.
Next time make demo for better proof please.
Commands for demo: /record and /stoprecord
It's better if you make bind for it,
for example: /bind F7 record and /bind F8 stoprecord
Then you are always ready to take demo of rulebreaking.

Diamond is right, i guess "RONALDO" is that kind of player who dont read messages and stuff, i dont remeber his location but i will find out and ask someone to tell him in his mother tongue.

EDIT: He's the German. But ETAdmin system is not working right now, and so :rulebook is not working, but if he dont read it, it's not gonna help. Well, there is only one way left for him, just need give him kick with reason in German, Dont spawnkill...
